1 Land Acquisition. The gaining of rights to real property in the form of fee simple title, easement or <br />2 lease. This can be accomplished by direct purchase; exchange; transfer; donations; or by cooperative <br />3 agreement, including condemnation. <br />4 Natural Community. Identify, acquire and protect those natural communities that are inadequately <br />5 represented within existing protected lands, or represent the best examples of natural communities <br />6 with priority given to the most endangered or threatened. To ensure consistency of natural community <br />7 descriptions, the Florida Natural Areas Inventory Classification (FNAI) System, as amended by the <br />8 Office of Natural Resource Management will be used as the standard. <br />9 Objective. An end toward which concerted effort is directed. It is a precise statement of purpose <br />10 (preferably sufficiently detailed so as to be measurable), including at least two of the following <br />11 elements: time limit (when it must be accomplished); standard of performance (percentage, amount or <br />12 dollars) or criterion of measurement (test, questions, opinion or observation). <br />13 Policy: Indian River County will acquire lands consistent with the resource conservation goals, <br />14 objectives, policies, and guidelines as set forth in the County's 2030 Comprehensive Plan, the <br />15 Environmental Bond Referendum, the ELP Guide (as ratified by the BOCC), enabling legislation, <br />16 administrative rules and executed declarations. <br />17 Program Memorandum. A document issued by the ELAP providing short term (usually for one or <br />18 two years) guidance and direction on actions aimed at meeting a program objective. <br />19 Work Plan. Flexible timeline that sets forth goals for the schedule and plan of pre-acquisition due <br />20 diligence for projects. <br />21 OBJECTIVE <br />22 The primary objective of the Indian River County ELP Guide is to outline procedures for acquiring and <br />23 managing environmentally significant lands. <br />24 Environmentally Significant Lands. <br />25 Lands so described are environmentally rare and irreplaceable and are valued ecological resources. For the <br />26 purposes of the 2022 Environmental Bond referendum, these lands contain one or more of the following <br />27 resource categories: Natural Communities; Forest Resources; Plants; Animals; Coastal and Wetland <br />28 Resources. The land acquisition objectives for each category are as follows: <br />29 Natural Communities. Identify, acquire and protect those natural communities that represent the <br />30 best examples, with priority given to the most endangered or threatened. To ensure consistency of <br />31 description of natural communities, see the Conservation Element of the Indian River County 2030 <br />32 Comprehensive Plan. <br />33 Forest Resources. Identify, acquire, and protect lands to maintain representatives of the various <br />34 forest or timber types. <br />35 Plants. Identify, acquire and protect sites which contain endangered or threatened species, or <br />36 species of special concern. Priority should be given to those sites that are critical to the survival of <br />37 these plant species or that contain important assemblages of rare or endangered species. <br />38 Animals.
