Prospective future landowners in the proposed District may be required to pay non -ad valorem special <br />assessments levied by the District to provide for facilities and secure any debt incurred through bond <br />issuance. In addition to the levy of non -ad valorem special assessments which may be used for debt <br />service, the District may also levy a non -ad valorem assessment to fund the operations and <br />maintenance of the District and its facilities and services. However, purchasing a property within the <br />District or locating in the District by new residents is completely voluntary, so, ultimately, all <br />landowners and residents of the affected property choose to accept the non -ad valorem assessments <br />as a tradeoff for the services and facilities that the District will provide.
