What is a Community Development District? <br />Community Development Districts can provide basic infrastructure for new development: <br />• Less Expensive Infrastructure - Infrastructure is less expensive because CDDs <br />provide access to tax exempt financing. <br />• Non -Recourse - The CDD debt is secured by assessments that are liens on the <br />land (i.e., non-recourse debt) The County has no responsibility for this debt. No <br />County ever has had to assume CDD debt. <br />• Spreads Costs Over Time - Spread infrastructure costs over time, as opposed to <br />building all costs into home up front <br />Sovereign immunity-- liability protection <br />Transparency — Brings project into Sunshine and Public Records <br />What is a Community Development District? <br />Pursuant to Section 190.012(1), a CDD can finance, construct and <br />acquire the following improvements: <br />• Water management and control structures <br />• Water supply, sewer, and wastewater management, reclamation, and reusc <br />• Bridges or culverts <br />• Roadways; streetlights; alleys; landscaping; hardscaping; and the <br />undergrounding of electric utility lines <br />• Buses, trolleys, transit shelters, ridesharing facilities and services, parking <br />improvements, and related signage <br />• Environmental investigation and remediation costs <br />• Conservation areas, mitigation areas, and wildlife habitat <br />• Any other project within or without the boundaries of a district pursuant to <br />a development order or interlocal agreement <br />• Any other project, facility, or service required by a development approval, <br />interlocal agreement, zoning condition, or permit issued by a governmental <br />authority with jurisdiction in the district <br />1/5/2023 <br />);5� -- 4 <br />
