40 <br />RESOLUTION NO. 75-35 <br />RESOLUTION REQUESTING THE CREATION OF <br />A NEW REGIONAL PLANNING DISTRICT COM- <br />PRISED OF THE COUNTIES OF INDIAN RIVER, <br />MARTIN, ST. LUCIE AND PALM BEACH. <br />WHEREAS, the Secretary of the Department of Administra- <br />tion has divided the State of Florida into ten districts for the <br />purpose of regional comprehensive planning as authorized by <br />$23.0115(1), Florida Statutes; and, <br />WHEREAS, Martin, Palm Beach and St. Lucie Counties are <br />in District #10, and Indian River County is in District #6; and <br />WHEREAS, Indian River County is desirous of joining in <br />the formation of a new Regional Planning District as Indian River <br />County is more economically, geographically and governmentally <br />compatible and shares the underlying philosophies concerning <br />growth, density and developments, primacy of agricultural interests <br />and scope of activities of the other three counties; and, <br />WHEREAS, the estimated current populations of these <br />counties is in excess of 650,000, which is sufficient to create <br />a separate Regional Planning District; and, <br />WHEREAS, the Governor has recently approved the four <br />counties and Okeechobee County for designation as a Health Serv- <br />ice Area, specifically Area #7, under the National Health Plan- <br />ning Resources Act of 1974 (Public Law 93-641); and, <br />WHEREAS, these counties comprise the Fourth District <br />Court of Appeal; and, <br />WHEREAS, the juvenile detention activities of these <br />counties are closely inter -related; and <br />WHEREAS, the programs of the two community colleges <br />serving these counties are compatible with the common concerns <br />of the proposed district; and, <br />WHEREAS, these counties have a common interest and have <br />been historically related by agricultural activity, flood control <br />measures, transportation planning, solid waste management, law <br />enforcement and mutual aid. <br />
