BOOK 9 ! PAGE 233 <br />Roland DeBlois, Chief of Environmental Planning, advised that <br />this is not the last time this matter will be before the Board. <br />This is not a final purchase decision by the Board. It is a <br />ratification of the option agreement so that we can submit it to <br />the Florida Communities Trust at its regular meeting on February 8. <br />The submittal includes a Draft Management Plan. We are planning to <br />have a advertised public hearing in March which will be the formal <br />purchase approval. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Macht, that the Board approve the Prang <br />Island purchase contract Option Agreement and draft <br />management plan; and authorized staff to submit <br />a Project Plan to the FCT to fulfill requirements of <br />the FCT cost -share Conceptual Approval Agreement. <br />Jim Granse, concerned citizen and member of the LAAC, was 100% <br />in favor of this purchase and was aware that the City of Vero Beach <br />is for it 100%. He pointed out that the County will pay 60% and <br />Preservation 2000 under the Florida Communities Trust.will pay 40%, <br />which automatically puts the State in the purchase of this property <br />and then we do what they tell us to do. So, as long as we have <br />$695,000 involved, he suggested the County buy the entire piece of <br />property and thus with the City of Vero Beach be able to handle any <br />problem that comes up. <br />Commissioner Macht explained that FCT is strictly a funding <br />mechanism; they exercise no control beyond the guidelines that they <br />extend the money. <br />Community Development Director Bob Keating further explained <br />that initially FCT will take title to the property and then give <br />the County title with a reverter to make sure that we use it for <br />conservation purposes. Part of the requirement for them to cost <br />share is that the local government prepare a management plan. He <br />believed that everything in the management plan is consistent with <br />what the County would want to do. He didn't anticipate any <br />conditions or any control exercised by the State that isn't what <br />the City and the County would want to do. <br />Mr. Granse commented that the way it is set up right now, it <br />looks like another park to him. It looks like we are going to have <br />County parks and recreation in each of these pieces of property we <br />have purchased so far, and that cost is really something to think <br />about. <br />62 <br />FEBRUARY 6, 1996 <br />
