SWDD Item <br />Indian River County, Florida <br />Solid Waste Disposal District <br />Board Memorandum <br />Date: November 11, 2022 <br />To: Jason E. Mehta, PE, Managing Director, Solid Waste Disposal District <br />Subject: Work Order No. 18 to Geosyntec for Segment 3, Cell 3 Site Preparations <br />Descriptions and Conditions: <br />The Indian River County (IRC) Solid Waste Disposal District (SWDD) Class 1 landfill includes the closed Segment <br />1- Infill/Segment 2 vertical expansion, and Segment 3 lateral expansion (Segment 3). The total footprint area <br />of Segment 3 is 76 acres and consists of eight cells that are being constructed in phases, as needed. Segment <br />3 - Cell 1, directly east of and on top of the east slope of Segment 2, was constructed in 2013. Segment 3 - Cell <br />2 was constructed in 2020. <br />Over the past two years, we have seen an average 21% increase in construction and demolition (C&D) debris <br />going into the landfill compared to an average 1% increase in municipal solid waste (MSW). Based on the <br />University of Florida Bureau of Economic and Business Research (BEER) reports, our average population <br />growth for the past two years has only been 2%. The significant increase in overall tonnages into the landfill <br />has resulted in our operator, Republic Services of Florida, LP (Republic), to estimate that the filling of Cell 2 <br />will be nearly completed by the end of Calendar Year (CY) 2023 and has therefore recommended that SWDD <br />consider construction of Cell 3 during CY 2023. <br />SWDD staff is preparing a request for qualification (RFQ) for an engineering and construction services package <br />for future cell design, permitting, and construction services, which is projected to be complete before the end <br />of CY 2022. In the meantime, staff is recommending that we proceed with the Segment 3 - Cell 3 site <br />preparations, which include the earthwork for the subgrade of Cell 3, appropriate routing of the perimeter <br />stormwater ditch, and any impacts to groundwater monitoring wells and landfill gas probes, as necessary. <br />Accordingly, staff requested the attached proposal from Geosyntec to provide engineering design, contractor <br />procurement, and construction support services related to the site preparation activities. <br />Analysis: <br />Geosyntec has prepared Work Order No. 18, provided in Attachment 1, for engineering services detailing <br />the scope of work, budget, and schedule for each of the phases. The fees to be paid by SWDD for the <br />execution of this work authorization are in accordance with the Continuing Contract Agreement for <br />Professional Services (CCNA), dated April 17, 2018, renewed and amended as of May 18, 2021 engineer's <br />126 <br />SWDD Agenda - Geosyntec WO No. 18- Segment 3 Cell 3 Site Preparation Page 1 of 2 <br />
