0 <br />RESOLUTION NO. 76-29 <br />WHEREAS, the Board of County Commissioners has received a <br />copy of the Memorandum to the County health Directors from John F. <br />McGarry, M.D., Chief Bureau of Local Health Services, in reference <br />the Governor's recommendations for Funding of County Health Depart- <br />ments for 1976-77; and <br />WHEREAS, it appears that the proposed budget provides for <br />little or no State money for new or improved programs and substi- <br />tution of Title XX Money and Medicaid Screening reimbursements in <br />lieu of State dollars; and <br />WHEREAS, the Governor's Recommendations split the funding of <br />increased expenditures between General Revenue and the County <br />Health Units on a 50-50 basis, but accepts all of the Medicaid <br />Screening Incease as a replacement for General Revenue funding <br />with zero for the County Health Units; and <br />WHEREAS, pay adjustments for State Career Service employees <br />of County Health Departments have, in the past, been fully funded <br />from General Revenue, and this 50% funding deviates from previous <br />legislation and increases County Health Unit Trust Funding by a <br />large amount of money; and <br />WHEREAS, the members of this Board do strenously object to <br />any action that requires the County to comply with State raises in <br />salaries or other expenditures; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that it does strenously <br />object to State increases in the Health Department budget which would <br />not provide for full and complete funding by the State and Federal <br />Governments, but would place the financial burden on the Counties which <br />do not have the financial base to absorb such increase. <br />BE IT FURTHER RESOLVED that the Indian River County <br />Commissioners are of the opinion that it would be extremely unfair <br />
