40 <br />BOARD OF COUNTY COMMS S11(t")NERS <br />RESOLUTION NO, 76100 <br />WHEREAS, by Resolution 75-67 the Board of County Commissioners <br />of Indian River County pursuant to Florida Statute 125. 60-64 (1975) <br />established a thirteen member Charter Commission to study and makf- <br />recommendations to the citizens of Indian River County regarding <br />the most economical, efficient and effective form of home rule <br />government, and, <br />WHEREAS, pursuant to Indian River County Resolution 75-67 Hugh <br />Russell received appointment as one of the thirteen Charter <br />Commission members, and, <br />WHEREAS, Hugh Russell as a Charter Commission member conducted <br />a comprehensive study of the operation of county government and as <br />a Co -Chairman of the_ Planning, Zoning and Building Committee <br />analyzed in depth methods to improve and reo,•ganize our local <br />government for the benefit cf all citizens in Indian River County, and, <br />WHEREAS, after long hours of study, organization meetings with <br />Sub -Committees, assimilation of material, preparation of tentative <br />drafts, debates, and public hearings the Commission completed the <br />final Charter Document, submitting it to the Board of County <br />Commissioners for Indian River County on September 1, 1976, and, <br />WHEREAS, although the results of the Charter Referendum were <br />unsuccessful the citizens of Indian River County owe a great debt of <br />appreciation to Hugh Russell for his diligent efforts and service <br />to our community and county government. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of County <br />Commissioners of Indian River County, Florida, that the Board <br />extends its appreciation and honors Hugh Russell on behalf of the <br />citizens of Indian River County for his contribu!ion and diligent <br />effort as a member of the Charter Commission and Co -Chairman <br />of the Planning, Zoning and Building Committee. <br />C:hainrrut,CountY Commistiiolw n <br />��o <br />
