Board of County Commissioners Meeting Minutes - Final October 18, 2022 <br />Bill Rigby, President, West Wabasso Progressive Civic Club, received <br />confirmation that Community Development Block Grants were for the <br />improvement of an existing community. He expressed frustration that the <br />developers were not doing enough to improve the Wabasso neighborhood, with <br />Administrator Brown offering a list of planned community enhancements in <br />rebuttal. Mr. Rigby and Attorney Reingold entered into discussion regarding state <br />statutes, County Attorney Reingold stated there were no representatives from the <br />Florida Land and Water Adjudicatory Commission (FLWAC) at the hearing, that <br />FLWAC approval was not needed for this size development, and that Florida <br />Statute Sections 380, 190, and 120 were not relevant to this public hearing. <br />Donald Proctor, Developer, spoke in support of the quality of the team behind the <br />development. <br />Mr. Kennedy returned to thank the Board and staff for their consideration. <br />There being no further speakers, the Chairman closed the public hearing. <br />The Commissioners made their final comments. <br />Commissioner Moss posited the effect of establishing a government entity in the <br />form of a CDD was of utmost importance to the public. She expressed agreement <br />with Chairman O'Bryan's request, and revisited her doubts regarding the impact <br />of traffic. <br />Commissioner Adams thought it inappropriate to negotiate details of the approved <br />development during this public hearing. She supported Liberty Park's plans, <br />noting that this large-scale planning was the direction the County should be <br />moving in according to its Visioning plan. <br />Commissioner Flescher reiterated that the Board's purpose today was to <br />consider the appropriateness of adding a financing tool for developers in the form <br />of a CDD. Additionally, he addressed the problem of affordable housing, and <br />how a CDD could help lower the barrier to homeownership and provide <br />family -friendly amenities. <br />Vice Chairman Earman advocated for quality growth beyond cookie -cutter <br />subdivisions. He spoke of the development team which was respected in the <br />community and stated his support of approving the Petition for CDD <br />establishment. <br />Indian River County Florida Page 8 <br />
