HMM MASTELLER & MOLER, INC. 1655 27th Street,Ste.2,Vero Beach, FL 32960 <br /> CIVIL ENGINEERS"- (772)567-5300 <br /> EXHIBIT A <br /> Masteller & Moler, Inc. is pleased to present you with Work Order Number 3 which provides <br /> Professional Engineering Services for performance of conceptual site planning services for the <br /> replacement of the existing restroom building and associated new wastewater facilities to be <br /> located east of the football field at Victor Hart Park. <br /> Project Description: <br /> The Indian River County Parks and Conservation Services Department(IRCPCSD) plans to replace the <br /> existing restroom building and septic system serving the football field and playground area located <br /> at the southeast corner of Victor Hart Park. The existing restroom building and septic system will <br /> need to remain active during construction of the new facilities, and the project will be phased such <br /> that the existing restroom building and septic system are demolished and removed following <br /> construction of the new restroom and concession building. The new facilities are intended to serve <br /> park visitors at the football field and playground area. Said project requires the design of a lift <br /> station,force main system, and connection to the existing Indian River County Department of Utility <br /> Services (IRCDUS) force main network and potable water main network, as well as a site, paving, <br /> and grading plan to support Administrative Approval for the new building. <br /> The existing building is served by a septic system including septic tank and drain field. The baseball <br /> fields located to the east are served by private, canned lift stations. It is understood that an existing <br /> underground force main system conveys flows from the baseball field lift stations east to the existing <br /> IRCDUS force main network along 43rd Avenue. <br /> In order to confirm the County will support the design of the Project, Masteller & Moler, Inc. <br /> proposes to perform the following scope of services: <br /> Scope of Work: <br /> Task A —Concept Planning: Masteller & Moler, Inc. shall prepare a Conceptual Site Plan (CSP) for <br /> the proposed new restroom building & wastewater facilities to serve the existing football field and <br /> playground area. It is our understanding that County will provide building footprints/ elevation <br /> views for our use in depicting the proposed restroom building replacement as well as the CAD file(s) <br /> for the As-Built Plan of the Parking Lot & Drainage Improvement Plans which were completed in <br /> 2018. <br /> Specifically, we shall develop a CSP that includes the layout of the new restroom building and <br /> wastewater facilities and the demolition of the existing building and removal of the existing septic <br /> system with necessary modifications to the existing improvements within the project limits to <br /> support the new facilities. <br /> Consultant shall provide County with copies of the initial planning effort and make reasonable <br /> revisions based on County's comments. <br /> Page 1 of 2 <br />
