RESOLUTION NO. 77-35 <br />A RESOLUTION OF THE INDIAN RIVER COUNTY BOARD OF <br />COUNTY COMMISSIONERS EMPHASIZING DISPLEASURE WITH <br />® THE USURPING OF LOCAL HEALTH MATTERS BY THE STATE <br />THROUGH REGIONAL AND STATE DEPARTMENTAL REASSIGN- <br />MENTS WITHOUT DUE CONSIDERATION BEING GIVEN TO <br />LOCAL CONTRIBUTIONS IN PUBLIC HEALTH FUNDING AND <br />4 LOCAL ENFORCEMENT BY STATE AND LOCAL HEALTH LAWS <br />WHEREAS, The Indian River County Health Department has <br />steadfastly, with dedication and vigor, protected the health of <br />the people of Indian River County; and <br />WHEREAS, The Board of County Commissioners and the people <br />of Indian River County look to the Indian River County Health <br />Department in matters of public health and have confidence in <br />the integrity and ability of the Indian River County Health <br />Department to protect their health; and <br />WHEREAS, Public health is and should remain the primary <br />basis for all statutes governing food and drink preparation <br />and/or sale to the public, and all other considerations are <br />secondary to public health; and <br />WHEREAS, the local county health departments are in a <br />better position to protect the public and control problems <br />of food establishments; and <br />WHEREAS, They are the enforcing agency for municipal food <br />ordinances and county laws governing food establishments; <br />NOW, THEREFORE, BE IT RESOLVED BY THE INDIAN RIVER COUNTY <br />BOARD OF COUNTY COMMISSIONERS that the duplication of inspections <br />between the Hotel and Restaurant Commission and the Department <br />of Health and Rehabilitative Services be eliminated, and <br />the food service inspection program be placed in the hands of <br />the Department of Health and Rehabilitative Services and its <br />local county health departments in accordance with the State <br />plan developed by the Florida Health Planning Council. <br />DONE AND ADOPTED by the Board of Indian River County <br />Commissioners this 6th day of April 1977. <br />BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA <br />By <br />ATTEST: William C.
