RESOLUTION NO. 77-81 <br />WHEREAS, the Board of County Commissioners of Indian River County, <br />Florida, herein called the "Applicant", after thorough consideration <br />of the problem and available data, has hereby determined that the <br />project described below is in the best interests of the general public. <br />To establish a Youth Aid Bureau in order to deal more <br />efficiently and progressively with the juvenile offender. <br />The Bureau will utilize the services of two trained law <br />enforcement officers to work with other juvenile justice <br />and law enforcement agencies in the prevention and diversion <br />of juvenile delinquency. The Indian River County Sheriff's <br />Department will hire the officers, and will be directly re- <br />sponsible for their administration of the project. As Pro- <br />ject Director, the Sheriff will form an Advisory Board of <br />representatives from other criminal justice and law enforce- <br />ment agencies in the county to work with him towards effective <br />administration of the project. <br />The officers will work out of the Sheriff's Department on <br />separate but overlapping shifts, and will be receiving agents <br />for juvenile referrals to law enforcement throughout the county. <br />They will be available to other community agencies for advice <br />in establishing youth programs, and will conduct educational <br />programs concerning criminal justice in the schools and comm- <br />unity. They will work closely with the Department of Health & <br />Rehabilitation Service intake counselors and youth probation <br />officers. Files will be maintained on each child with whom <br />they come in contact, and officers will be availableto parents <br />for consultation concerning juvenile crime. <br />WHEREAS, under terms of Public Law 90-351, as amended, the United States <br />of America has authorized the Law Enforcement Assistance Administration, <br />through the Florida Bureau of Criminal Justice Planning and Assistance, <br />to make Federal Grants to assist local governments in the improvement of <br />criminal justice; and <br />WHEREAS, the Applicant has examined and duly considered such Act and <br />the Applicant considers it to be in the public interest and to its benefit <br />to file an application under said Act and to authorize other action in <br />connection therewith; <br />BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER <br />COUNTY, FLORIDA IN OPEN MEETING ASSEMBLED IN THE INDIAN RIVER COUNTY <br />COURTHOUSE, VERO BEACH, FLORIDA THE 10th DAY OF AUGUST, 1977, <br />AS FOLLOWS: <br />
