<br />OF INDIAN RIVER COUNTY, FLORIDA
<br />WHEREAS, Circuit Court Judge, D. C. SMITH, of the Nineteenth 3Z
<br />Judicial Circuit, advised the Governor of the State of Florida of
<br />)his intention to retire, effective December 31, 1977; and
<br />WHEREAS, JUDGE D. C. SMITH has been a resident of the Indian
<br />River County area almost his entire life, and has been a practicing D
<br />attorney in our area since graduation from Florida School of Law in
<br />,1929 and admission to the Florida Bar in that same year; and
<br />WHEREAS, JUDGE D. C. SMITH, Prior to being a Circuit Court
<br />Jurist practiced law in Fort Pierce, Florida from 1931 to 1950,
<br />'representing the County Commission for St. Lucie County, the Fort
<br />,Pierce Port Authority and Fort Pierce Farms Drainage District. In
<br />1950, JUDGE SMITH moved to Vero Beach and served two terms as �
<br />,Prosecuting Attorney for our area prior to ascending to the Bench;
<br />and
<br />WHEREAS, in 1957, Governor Leroy Collins appointed D. C. SMITII
<br />PCircu.it Judge for the then Ninth .judicial Circuit, and thereafter,
<br />JUDGE SMITH has presided with great distinction for twenty years,
<br />serving the Nineteenth Judicial Circuit, which includes Indian N,
<br />River, Martin, St. Lucie and Okeechobee Counties; and J
<br />WHEREAS, JUDGE, D. C. SMITH has served distinUuishly as Chief �
<br />Judge of the Nineteenth Judicial Circuit, and, among his other
<br />'responsibilities he implemented the orderly consolidation of our
<br />Court Systems as mandated by Article V of the Florida Cons>titution;r
<br />and
<br />WHEREAS, during the many years of service to the Nineteenth c
<br />Judicial Circuit, JUDGE D. C. SMITH handled his responsibilities wit � ,
<br />dignity and fairness, rendering scholarly decisions on difficult an
<br />sometimes emotionally charged litigation; and
<br />WHEREAS, through JUDGE D. C. SMITH'S leadership, both on the C_1-'
<br />Bench and through service to his community, Indian River County and
<br />its citizens have benefited from D. C. SMITH'S contribution to our
<br />society;
<br />NOW, THEREFOTIE, BE IT RESOLVED RY THE BOARD OF COUNTY
<br />,COIhiMISSTONERS OF INDIAN RIVER COUNTY, That the hoard, on behalf of
<br />itself and all the citizens of Indian River Cou,,ty, hereby expresses
<br />'its warm appreciation to Circuit Judge: D. c. SMITH for his many
<br />'Years of active service to our community, as attorney, Judge and
<br />Community Leader; and
