McCoy, AICP <br />Senior Planner, Current Development <br />DATE: February 9, 1996 <br />SUBJECT: CCA Holdings Ltd.'s Request for Conceptual Planned <br />Development Plan (PD) Special Exception Use Approval for <br />-a Multi -Family Residential Apartment Complex to be Known <br />as Kyle's Run <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of February 20, 1996. <br />DESCRIPTION & CONDITIONS: <br />B.S.E. Consultants Inc. has submitted an application for conceptual <br />planned development plan special exception use approval on behalf <br />of the CCA Holdings Ltd. for the Kyle's Run project, a proposed 200 <br />unit multi -family development. The proposed development will <br />include 17 apartment buildings, 1 maintenance building, 1 <br />clubhouse, and a mail building. The subject site is located at 500 <br />8th Street, on the north side of 8th Street between Indian River <br />Boulevard and 6th Avenue (see attachment #2). The proposed project <br />is to be constructed as a single phase. The developer has applied <br />for an affordable housing density bonus, which is available through <br />the PD approval process. The method of qualifying for and <br />obtaining the affordable housing bonus is discussed in the analysis <br />portion of this report. <br />•PD Project Process <br />As a PD project, this proposal is subject to the following review <br />and approval process: <br />Approval Needed Reviewing Body <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD Plan PZC <br />3. Land Development Permits or Waiver Staff <br />4. Final PD Plat BCC <br />18 <br />FEBRUARY 20, 1996 <br />
