WISEMEN, P.E <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: WETLANDS PROJECT AT WEST REGIONAL WWTP SITE <br />TRANSITIONAL CARETAKER <br />INDIAN RIVER COUNTY PROJECT NO. IIS -93 -05 -ED <br />BACICGROUND <br />All construction associated with the wetlands project is complete. <br />Under the construction agreement with the County, Coastal <br />Construction of Brevard, Inc. (contractor) is responsible for the <br />survival of the newly -created wetlands treatment system (WTS) <br />vegetation for 120 days after construction is complete. The plants <br />require special care for the first twelve to eighteen months. The <br />County has received Section 3, Monitoring requirements of the <br />Operations and Maintenance Manual from Ecotech Consultants, Inc. <br />Section 3 of the manual lists all monitoring and test requirements <br />of the FDEP permit. <br />ANALYSIS <br />Plant survival depends on several factors, such as: bacterial <br />Population; formationof algae cells; nutrient concentration of the <br />incoming influent water; transportation of nutrients through each <br />compartment, stabilization of sedimentation of algae and bacterial <br />cells; and changes in the chemistry of the subsurface soil and/or <br />the groundwater. It is, therefore, very crucial that special care <br />be -given to the WTS in the first eighteen months. The DEP permit <br />requires the permittee of the WTS to periodically obtain <br />qualitative and quantitative site data from the effluent discharged <br />and submit it to them for review. <br />30 <br />FEBRUARY 20, 1996 <br />
