Resolution I <br />(96-24) was published in the Vero Beach PRESS JOURNAL on February <br />12, 1996. (See attached agenda item and minutes of the above <br />meeting.) <br />ANALYSIS <br />Design of the sewer collection system is complete. An <br />informational meeting was scheduled for the property' owners on <br />February 15, 1996. The thirteen (13) properties which will benefit <br />from sewer service are within a portion of Indian River Acres <br />subdivision. The total estimated cost to be assessed is <br />$26,810.10. The estimated cost per square -foot is $0.226780. <br />Approval of the attached Resolution 111 will confirm and approve <br />the preliminary assessment. The attached map displays the area to <br />benefit from the assessment project. This project is to be paid <br />through the assessment of the property owners along the proposed <br />wastewater line route. In the interim, financing will be through <br />the use of impact fee funds. <br />RECOPKOMATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve Resolution III, which affirms <br />the preliminary assessment on the subject project. <br />Manager of Assessment Projects James Chastain advised the <br />Board that all of the property owners want this project and have <br />also supplied 9 of the 12 needed signatures to proceed with the <br />water project. The cost of the project is estimated at $26,810. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, she closed <br />the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously adopted <br />Resolution 96-31 confirming the special assessments <br />in connection with a sewer line extension to 129th <br />Street and providing for special assessment liens to <br />be made of record. <br />Public Hearing (Third Reso.) <br />RESOLUTION NO. 96-31 <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, CONFIRMING <br />THE SPECIAL ASSESSMENTS IN CONNECTION WITH A SEWER LINE <br />EXTENSION TO 129TH STREET AND PROVIDING FOR SPECIAL <br />ASSESSMENT LIENS TO BE MADE OF RECORD. <br />WHEREAS, the Board of County Commissioners of Indian River County has, <br />by Resolution No. 96-24, adopted February 6, 1996, determined to make special <br />assessments against certain properties to be serviced by a sewer line <br />extension to 129th Street; and <br />WHEREAS, said resolution described the manner in which said special <br />assessments shall be made and how said special assessments are to be paid; <br />and <br />WHEREAS, the resolution was published in the Vero Beach Press Journal on <br />February 12, 1996, as required by Section 206.04, Indian River County Code; <br />and <br />WHEREAS, the Board of Cbunty Commissioners of Indian River County passed <br />Resolution No. 96-25 on February 6, 1996, which set a time and place for a <br />public hearing at which the owners of the properties to be assessed and other <br />R <br />FEBRUARY 27, 1996 <br />
