BOOK 1 FAU <br />Tom DeBerry of 4305 69th Street believed there is a place in <br />residential areas for cemeteries and that the 100 foot setback <br />would be very burdensome. Mr. DeBerry described a small cemetery <br />on 5 acres in Winter Beach and, as an example, cited that a 100 <br />foot setback in that case would only allow 1.37 acres of that 5 <br />acres to be utilized. He believed the setbacks should be adjusted <br />to a proportion of the size of the property but is in favor of <br />cemeteries in residential areas when tastefully done and only when <br />the necessity arises. <br />The Chairman asked if anyone else wished to be heard in this <br />matter. There being none, she closed the public hearing. <br />Commissioner Eggert reminisced that she was brought up in a <br />small town in Ohio where the cemetery and church were in the middle <br />of the town. <br />Commissioner Macht felt the Civic Association's comments were <br />well taken. <br />Commissioner Bird commented that the existing cemeteries <br />eventually will be used up and the idea of having the ability to <br />expand into residential areas was to create additional space on <br />higher and drier ground which is where residential projects usually <br />are located. <br />Director Boling reminded the Board and the audience that a <br />special exception requires public notice and hearings. The County <br />has existing regulations dealing with buffers and other special <br />criteria. In considering the proposed amendments staff looked at <br />inquiries over the years about why only "stand-alone" cemeteries <br />are allowed and discovered that other counties allow cemeteries in <br />residential areas as a special exception with conditions. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bird, that the Board approve Ordinance <br />1 and Ordinance 2 as submitted by staff. <br />Commissioner Macht stated that he could not support that <br />portion of proposed Ordinance 2 regarding commercial vehicle <br />parking in residential areas and asked that the vote on the <br />ordinances be split. <br />COMMISSIONER EGGERT WITHDREW THE MOTION. <br />FEBRUARY 27, 1996 12 <br />
