individuals have received SHIP and MR funds for the purchase of a home and/or for <br />rehabilitation of their housing unit. <br />Consistent with the 2007 legislature's directive, Indian River County established its <br />Affordable Housing Advisory Committee in March, 2008 and in December of 2019 <br />updated its membership composition consistent with state statute. The primary function of <br />the AHAC is to prepare the update of the County's Local Housing Incentives Report. In <br />2008, 2011, 2014, and 2017 the AHAC prepared the County's update. This is the fifth <br />Local Housing Incentives Report update. <br />Beginning in December 2018 and concluding in early 2020, the BCC directed the AHAC <br />to study the affordable housing issue outside of the County's normal three-year window <br />for updating its incentives and recommendations report. That directive included the request <br />to review the county's existing local affordable housing incentives and programs and <br />County regulations impacting and encouraging development of more affordable housing <br />to develop recommendations for improvement. This A14AC report incorporates many of <br />the AHAC's recent findings and recommendations adopted by the AHAC on January 22, <br />2020, and those ultimately approved by the BCC on February 18, 2020. <br />ANALYSIS <br />In this section, each of the Chapter 420.9076(4), F.S. requirements, A through K, are <br />addressed. For each of the requirements, current citations from the county's <br />Comprehensive Plan and Land Development Regulations (LDRs) are provided.
