Community Development Corporation (CDC) <br />Policy 4.11 of the Housing Element reads as follows: <br />Policy 4.11: The county shall assist non-profit organizations in establishing Community <br />Development Corporations (CDC) by providing technical support to those organizations. <br />Community Development Corporation (CDC) is a broad term referring to not-for-profit <br />organizations incorporated to provide programs, offer services, and engage in other activities <br />that promote and support a community. CDCs usually serve a geographic location such as a <br />neighborhood or a town. They often focus on serving lower-income residents or struggling <br />neighborhoods. They can be involved in a variety of activities, including economic <br />development, education, and real estate development. These organizations are often <br />associated with the development of affordable housing. <br />Activities: <br />Benefits: <br />■ Real estate development <br />- affordable housing <br />■ Economic development <br />-small business lending <br />-small business technical assistance <br />-small business incubation (i.e. provision of space at low or no cost to <br />start-up businesses) <br />■ Education <br />-early childhood education <br />-workforce training <br />■ Non-profit incubation <br />■ Youth and leadership development <br />■ Advocacy <br />■ Community Planning <br />■ Community Organizing <br />Facilitates development of affordable or workforce housing <br />Advocates for affordable housing <br />No cost to the county <br />Issues: <br />No major issues <br />Conclusion: <br />An active CDC can assist with the provision of affordable housing. <br />RECOMMENDATION: <br />The county should maintain policy 4.11 of the Housing Element for providing assistance to <br />any not-for-profit organization proposing to form a CDC. <br />63 <br />30 <br />
