RESOLUTION NO. 79-69 <br />WHEREAS, the Board of County Commissioners of Indian River County, <br />Florida, herein called the "Applicant", after thorough consideration <br />of the problem and available data, has hereby determined that the <br />project described below is in the best interests of the general public. <br />To provide an organized program of in-service training <br />for law enforcement officers in the service area, This <br />would be a joint venture between the Indian River Commun. <br />ity College and the Indian River County service area, <br />The IRCC will provide the video equipment to produce, edit, <br />and duplicate the training programs, along with production <br />personnel including professional trainers and technicians. <br />In-service training tapes will be available on a 24-hour <br />basis so that all personnel will have the full benefit <br />of each training program. <br />The express purpose of this program is to expose all shift <br />personnel to vital legal and tactical information on a daily <br />basis. Within two years, the service area expects a 15% <br />reduction in officer assaults and a 20% increase in major <br />felony prosecutions involving violent crimes and smugglinq <br />activity being resolved by jury verdict. <br />The Five (5) law enforcement agencies are: City of Vero Beach, <br />Indian River County Sheriff's Department, Indian River Shores <br />Police Department, Sebastian Police Department, Fellsmere Police <br />Department. <br />WHEREAS, under terms of Public Law 90-351, as amended, the United States <br />of America has authorized the Law Enforcement Assistance Administration, <br />through the Florida Bureau of Criminal Justice Planning and Assistance, <br />to make Federal Grants to assist local governments in the improvement of <br />criminal justice; and <br />WHEREAS, the Applicant has examined and duly considered such Act and <br />the Applicant considers it to be in the public interest and to its <br />benefit to file an application under said act and to authorize other <br />action in connection therewith; <br />BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER <br />COUNTY, FLORIDA, IN OPEN MEETING ASSEMBLED IN THE INDIAN RIVER COUNTY <br />COURTHOUSE, VERO BEACH, FLORIDA, THE 8t11 DAY OF August 1979, <br />AS FOLLOWS: <br />
