E N D O R S E M E N T <br />AT ITS REGULAR MEETING OF OCTOBER 24, 1979, THE INDIAN RIVER COUNTY <br />BOARD OF COUNTY COMMISSIONERS SET FORTH ITS OFFICIAL ENDORSEMENT <br />OF THE FOLLOWING: <br />This Association affirms the urgent need to solve regional problems <br />through workable approaches designed to ensure coordinated actions <br />and to minimize the overlap of regional agencies. The Association <br />recognizes that local governments are that level of government closest <br />and most accountable to the people. It is further agreed that local <br />governments should take the leadership in meeting these challenges <br />and not pass these responsibilities on to the national or state <br />government. <br />We therefore support and call for the strengthening of Regional <br />Planning Councils as those agencies which serve as the vehicle for <br />joint action on those problems and challenges which cut across boundary <br />lines and must be delt with in a larger geographic setting. We <br />furthermore support Regional Planning Councils as having been agencies <br />which have provided a forum where local governments can discuss and <br />seek solutions to regional problems in an effective and efficient <br />manner. <br />We call for the continued utilization, through funding and designation, <br />by the state and federal government of the Regional Planning Councils <br />as the agencies to undertake areawide planning and development <br />programs. It has been agreed that as agencies of local government, <br />Regional Planning Councils should possess characteristics which will <br />provide closer ties with the executive and legislative branches of <br />state goverment and that the guidelines within which they operate <br />should be more clearly defined in order that the citizens of the <br />state may be better and more effectively served. <br />We further feel that as agencies of local governments, it is important <br />that the Developments of Regional Impact process remain with the <br />Regional Planning Councils as first, Councils have accountability <br />through the ballot box. The most responsive agency is that which <br />holds its leaders directly accountable to the people it serves. <br />Second, the Regional Councils are comprehensive in both their purpose <br />and the work programs they carry out. Third, the Regional Councils <br />currently have on staff the expertise necessary to undertake the <br />responsibilities of the regional agency with regard to DRI reviews. <br />And fourth, the Regional Councils have the greatest potential for <br />efficiency because they now are undertaking an array of planning <br />programs that are supportive of the DRI process.
