RESOLUTION NO. 80--15 <br />WHEREAS, cn the 11th day of December , 1979 <br />GENERAL DEVELOPMENT UTILITIES, INC., pursuant to a properly <br />filed and noticed application for a rate increase, appeared <br />at a public hearing before the Board of County Commissioners <br />of Indian River County, Florida; and <br />WHEREAS, the Board of County Commissioners of Indian <br />River County, Florida, hereinafter referred to as "Board", <br />received testimony and documentary exhibits as filed on behalf <br />of General Development Utilities, Inc., hereinafter referred to <br />as "Petitioner", and, in addition, heard testimony from <br />citizens of Indian River County residing within the franchise <br />area opposing the rate increase; and <br />WHEREAS, the Board, at the public hearing considered <br />testimony involving a moratorium on building construction during <br />1978 which affected the rate year of 1978 as presented by <br />Petitioner; and <br />WHEREAS, the Board considered certain improvements and <br />expenditures of the Petitioner and their weighted effect on <br />future customers; and <br />WHEREAS, in 1978 documentation failed to take into account <br />new areas that are being developed by Petitioner; and <br />WHEREAS, Petitioner received, after a public hearing, <br />tap -on fee increases based in part upon Petitioner's sworn <br />testimony that the higher connection charges would reduce rates; <br />and <br />WHEREAS, Petitioner's financial documentation includes <br />expenses that are not relevant to the Petitioner's system but <br />charged over the General Development system as a whole; and <br />WHEREAS, there appeared discrepancies in the used and <br />useful analysis to determine costs of replacement and other <br />in -use assets; <br />
