GLOSSARY <br />Application Programs - <br />A byte - <br />A kilobyte (kbyte) - <br />A megabyte - <br />A gigabyte <br />Memory - - <br />Operating System - <br />Response Time - <br />Storage - <br />Computer System - <br />The computer programs that respond to a user request and manipulate data <br />(1) One numeral or one 'Letter of the alphabet <br />(1024) One thousand twenty four bytes. <br />(1048576) One thousand twenty four kbytes. <br />(1073741824) One thousand twenty four megabytes. <br />Bytes of storage area that the computer system uses in processing <br />information. <br />The programs that make the computer work <br />The time required for the computer to recognize a user's request <br />Bytes of data that we store for processing <br />The combination of computer hardware, operating software, and application <br />programs required to automate or solve a given business process. <br />Jeff Barton, Clerk of the Circuit Court, advised that after <br />talking to the people from IBM and looking at financing sources we <br />could upgrade the computer system through a 3 -year purchase <br />contract and spread the cost over 3 years. He noted that there is <br />more fee revenue coming into the Clerk of the Circuit Court side <br />than what was_ anticipated in the current budget. Those fees <br />($40,000 at the present time) will fund the monthly payments for <br />the balance of this fiscal year. He emphasized that we will be <br />signing a finance agreement that will cover 3 years at <br />approximately $75,000 a year, with $75,000 to be part of the 1996- <br />97 budget and another $75,000 in the 1997-98 budget. <br />Clerk Barton stressed that he has no choice but to update. He <br />needs the additional storage space and he needs to address the <br />problem which he understands has been handled by the other computer <br />systems in the County. <br />Chairman Adams appreciated the advance notice on the budget <br />requirements. <br />Clerk Barton further explained that there will be 7 payments <br />made this fiscal year, $75,000 in fiscal year 1996-97, and $75,000 <br />in fiscal year 1997-98. He recommended that we budget $75,000 for <br />upgrading every year to keep within the parameter of what we know <br />it is going to be because when we get this paid off, it will be <br />time to do it again. <br />Commissioner Eggert wished we didn't have to do all this, but <br />she didn't see any way around it. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Macht, that the Board approve the <br />recommendation by Clerk Barton to upgrade the <br />computer system at a cost of $198,745. <br />MARCH 12, 1996 31 BOOK 97 PAGE 522 <br />
