Application No. 95110136-006 <br />DATE: March 4, 1996 CONSENT AGENDA <br />DESCRIPTION AND CONDITIONS <br />Knight, McGuire & Associates, Inc., on behalf of Beazer Homes Florida, Inc., the <br />developers of Island Club Subdivision has requested a waiver of the cut and fill balance <br />requirement of Section 930.07(2)(d) of the Stormwater Management and Flood Protection <br />Ordinance. The Planning & Zoning Commission approval of the preliminary planned <br />development plan was made effective by the Board of County Commissioners at its regular <br />meeting of February 20, 1996. The 131 lot single family subdivision is located on the barrier <br />island on the west side of S.R. A -1-A adjacent to Baytree Village Condominium to the east <br />and Marbrissa Subdivision to the south. The western 40% of the site is located in special <br />flood hazard area Zone AE with base flood elevation of 7.0 ft. N.G.V.D. The ten year <br />stillwater elevation is 5.0 ft. The proposed displacement of the floodplain below 5.0 ft. for <br />which the waiver is requested is 4500 cubic yards as indicated in the attached letter from the <br />applicant's engineer dated January 8, 1996. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d)1. <br />of being situated in an estuarine environment within the 100 year floodplain along the <br />Indian River and in staffs opinion it appears that all other Stormwater Management and <br />Flood Protection Ordinance requirements can be met without adverse impact on other lands <br />in the estuarine environment. The land development permit application is currently under <br />review. <br />Alternative No. 1 <br />Approve the cut and fill balance waiver request. <br />Alternative No. 2 <br />Deny the waiver request and require re -design to accomplish an on-site balance of cut and <br />fill. <br />RECOMMENDATION <br />Staff recommends approval of Alternative No. 1. <br />March 19, 1996 Roos 97 F A43 <br />
