It is a diverse property with coastal dune system, <br />coastal scrub, and coastal hammock areas and mostly native plants. <br />He described low-cost techniques for removal of exotics, which are <br />found on the property near the Jungle Trail. <br />Property Appraiser David Nolte of 900 Royal Palm Place, Vero <br />Beach,- advised that his office had received a copy of the <br />appraisals late Friday afternoon and almost immediately one was <br />taken back. They have, therefore, had little time to review the <br />appraisals of the property. He felt the appraisal was seriously <br />deficient and enumerated reasons for his opinion, which included <br />the $114,000 per acre value being based on sales of smaller <br />parcels. He felt that local appraisers would have been more <br />familiar with the history of the County and the history of <br />subdivisions. <br />Commissioner Eggert asked if Mr. Nolte recalled the sales <br />price of land on Ocean Road, Johns Island, for the oceanfront <br />houses. <br />Mr. Nolte responded that he had not had a chance to do any <br />original research on comparison sales. He summarized that 1988-89 <br />was the top of the market for sales and it has been soft since. He <br />also felt the riverfront property sales were not comparable. He <br />questioned the foundation of the appraisals as being highly <br />suspect. <br />In response to Chairman Adams, Mr. Nolte advised that he had <br />not looked at the appraisals for the other LAAC sites. <br />Commissioner Macht cited the Sunbeam Oster and Bermuda Bay <br />property development sales, and Mr. Nolte did not recall having <br />seen those sales in the appraisal. <br />William G. Glenn of 1802 Barefoot Place, Vero Beach, president <br />of the Summerplace Improvement Association and a director of the <br />North Beach Civic Association, advised that the Board of Directors <br />of both. organizations have gone on record as opposed to the <br />purchase of this property. He advised that their main problem with <br />the purchase of the property would be the removal from the tax <br />rolls. He asked the Board to support the recommendation of the <br />LAAO. <br />Jim Granse of 36 Pine Arbor Lane, concerned citizen, spoke <br />against the acquisition of the property and agreed that the <br />property ought not to be removed from the tax rolls.
