The trade-offs are <br />that you can approve development projects, but for a limited time <br />period we would probably have a little more congestion. In <br />addition, to the extent that a road may not be completed in the <br />time frame identified, we may be subject to DCA getting involved in <br />the process. But, staff feels that this is a good flexible <br />position for the County to have and that the County can exercise it <br />with discretion and use it as it needs to be used. <br />He called attention to backup pages 261-262, one of the <br />attachments to the. proposed ordinance, wording under Capital <br />Improvements Element, Availability of Capacity, should be changed <br />from: rr ... not more than two years after ... rr to read: rr . . . up to <br />2 years ...rr according to the intent expressed at the November 21, <br />1995, meeting.
