I. Proclamation - Florida Confederate History Month <br />PROCLAMATION <br />WHEREAS, April is the month in which the Confederate States of America began and ended <br />their four-year struggle for a sovereign and independent nation; and <br />WHEREAS, our state constitution sets aside April 26 as a day to observe and honor the <br />memory of those who lost their lives in the Civil War; and <br />WHEREAS, in proportion to its population, Florida contributed more soldiers and sailors to <br />the Confederate services than any other state; and <br />WHEREAS, all Floridians should be knowledgeable of the history of the Civil War battles <br />fought here, including those at Olustee and at Natural Bridge; and <br />WHEREAS, we study the war between the blue and the gray for the same reason we study <br />all wars, with a view to understanding the historical events which compelled them, so we may <br />continue to learn to live together and seek to avoid future conflicts: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS, INDIAN RIVER COUNTY, Florida that the month of April, 1996 be <br />designated as <br />FLORIDA CONFEDERATE HISTORY MONTH <br />in Indian River County, and the Board urges all residents to engage in historical study of the events <br />of 1861 to 1865 and to solemnly contemplate that time. <br />Adopted this 26 day of March, 1996. <br />BOARD OF COUNTY COMMISSIONERS <br />INDIAN RIVER COUNTY, FLORIDA <br />Fran B.
