Y <br />RESOLUTION NO. 82-47 <br />AJRESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, PROVIDING FOR THE <br />ESTABLISHMENT AND OPERATION OF THE INDIAN RIVER COUNTY <br />LIBRARY ADVISORY BOARD. <br />40 WHEREAS, the continuing growth of population in Indian <br />® <br />River County creates an increasing demand for community services <br />-1- <br />such as that provided by a public library system; and <br />WHEREAS, public library services are currently available <br />i <br />to County residents through two independent, non- profit library <br />associations, and, therefore, are largely dependent upon the <br />continuing benevolence of supporters, one of which has been Indian <br />River County; and <br />WHEREAS, the need for efficient optimal use of the <br />limited dollars and resources available highlights the need for <br />organization of a single county -wide library unit, with services <br />equally available to citizens in all rec;ions of the County; and <br />WHEREAS, an advisory body comprised of representatives <br />from each commission district and each of the existing library <br />associations will provide a valuable source for input and consen- <br />sus direction to the Board of County Commissioners with respect to <br />the organization and administration of a County library unit; and <br />WHEREAS, the ultimate establishment of a library unit <br />within the County which provides accountability and central <br />management of resources best meets the spirit and intent of <br />Florida Statutes, Chapter 257, and rules promulgated thereunder by <br />the State Division of Library Services. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the foregoing <br />recitals are hereby ratified and adopted, and be it further <br />resolved that: <br />I. ESTABLISHMENT; PURPOSE <br />There is hereby established the Indian River County <br />Library Advisory Board, to be comprised of seven (7) individuals <br />as set forth below, for the pnrpose of advising the _ �c Bvai:ii of <br />County Commissioners with respect to increasing the quality, <br />variety, and availability of public library services and ser- <br />-1- <br />
