Lieske, Director of Utility Services <br />Prepared by: Harrison Youngblood, PE, Utilities Engineer, Utility Services <br />Subject: Utility Work By Highway Contractor Agreement (at FDOT Expense) with FDOT for the <br />Extension and Relocation Services of Utility Main Lines for the Interchange at 1-95 and <br />Oslo Road <br />Background: <br />The Florida Department of Transportation (FDOT) is planning to construct an interchange for 1-95 at Oslo <br />Road. The subject interchange is to begin in the summer of 2023. As part of the interchange, FDOT is <br />relocating utility services located near the intersection of Oslo Road and 82 ad Avenue as well as <br />constructing a new water main, force main, and re -use main to serve the west side of 1-95. <br />Analysis: <br />Indian River County Department of Utility Services (IRCDUS) staff has been working with Kimley-Horn & <br />Associates (KHA) to design the water main, force main, and re -use main extension and relocations needed <br />in order for FDOT to construct the interchange. Staff is of the opinion that the subject work should be <br />performed by the same contractor doing the roadway and interchange construction. Therefore, staff <br />requested FDOT prepare an agreement where the utility work will also be performed by the prospective <br />highway contractor. <br />Funding: <br />This Utility Work by Highway Contractor Agreement is at the expense of FDOT, which is the portion of <br />the project that will be funded by FDOT. This agreement does not require funds to be allocated by <br />IRCDUS, but does require acceptance by the Indian River County Board of County Commissioner$. <br />Recommendation: <br />Staff recommends that the Board of County Commissioners approve the Florida Department of <br />Transportation - Utility Work by Highway Contractor Agreement (at FDOT Expense), and authorize the <br />Chairman to execute and sign on their behalf. <br />Attachment: <br />1.
