Lieske, Director of Utility Services <br />Prepared by: Harrison Youngblood, PE, Utilities Engineer, Utility Services <br />Subject: Utility Work By Highway Contractor Agreement with FDOT for the Relocation Services of Utility <br />Main Lines for the Oslo Road Widening from SW 82nd Avenue to 58th Avenue <br />Background: <br />The Florida Department of Transportation (FDOT) is planning to widen Oslo Road from SW 82nd Avenue to 58th <br />Avenue. The subject widening is to begin in the summer of 2023. As part of the widening, FDOT is relocating <br />utility services located along Oslo Road from SW 82nd Avenue to 58th Avenue. <br />Analysis: <br />Indian River County Department of Utility Services (IRCDUS) staff has been working with Kimley-Horn & <br />Associates (KHA) to design relocation of the water main, force main, and re -use mains as needed in order for <br />FDOT to widen Oslo Road. Staff is of the opinion that the subject work should be performed by the same <br />contractor doing the roadway and interchange construction. Therefore, staff requested FDOT prepare an <br />agreement where the utility work will also be performed by the prospective highway contractor. <br />Funding: <br />Since this is a Utility operating capital project the funds in the initial estimate of $4,123,324.00 will come from <br />the Utilities operating fund balance. Utilities operating funds are derived from water and sewer sales. The <br />expenses will be tracked in the Work In Progress (WIP) account Utilities/WIP/Oslo Rd Improve — 581h to 82nd <br />number 471-169000-21547. This is based on the initial estimate that FDOT has included in the agreement. <br />Upon notification by FDOT of their official estimate, there will be a need to go back to the Board of County <br />Commissioners for approval of the official estimate, plus a 2% cost for administration and a 10% contingency <br />cost. <br />Description <br />Account Number <br />Amount <br />Utilities/WIP/Oslo Rd Improve -58th to 82nd <br />471-169000-21547 <br />$4,123,324.00 <br />Recommendation: <br />Staff recommends that the Board of County Commissioners approve the Florida Department of Transportation <br />- Utility Work by Highway Contractor Agreement, and authorize the Chairman to execute and sign on their <br />behalf. <br />Attachment: <br />1.
