Public Works Director <br />FROM: Eric Charest, Natural Resources Manager <br />SUBJECT: Sector 5 Beach and Dune Restoration Project (IRC1923) APTIM, Work <br />Order No. 2018029-11, Year 3 Post -Construction Environmental <br />Monitoring <br />DATE: January 19, 2023 <br />DESCRIPTION AND CONDITIONS <br />On April 3, 2018, the Board approved a contract with APTIM Environmental & Infrastructure, LLC. <br />(APTIM) for professional coastal engineering and biological support services related to the <br />management and restoration of the Sector 5 (City of Vero Beach) beach project area. The Sector <br />5 project area is approximately a 3 -mile section of shoreline that extends just north of Tracking <br />Station Beach Park south to the Gables Oceanfront Condominiums and sustained damages from <br />Hurricanes Matthew (2016) Irma (2017) and Dorian (2019). Construction of the large-scale beach <br />and dune nourishment project was completed February 2020. <br />Regulatory permits issued for the beach restoration activities identify post -construction related <br />monitoring to be performed on a set schedule for several years following completion of <br />construction. These monitoring activities are evaluated to demonstrate compliance with permit <br />conditions. In the case of the Sector 5 Beach and Dune Restoration project, year 3 post - <br />construction monitoring requires the biological monitoring of the nearshore hardbottom <br />resources adjacent to the project area. Year 3 post -construction sea turtle and shorebird nest <br />monitoring is performed under the County's routine Habitat Conservation Plan (HCP) data <br />collection and reporting activities. <br />The proposed Work Order No. 2018029-11, in the amount of $93,129.12, provides professional <br />services for permit required year 3 post -construction environmental monitoring including: <br />• Year 3 Post -Construction Biological Monitoring of Nearshore Hardbottom <br />All subsequent annual post construction environmental monitoring of the Sector 5 Project area <br />will be addressed through future work orders. <br />
