Zito, Interim County Administrator <br />Kristin Daniels, Budget Director <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Second Extension and Amendment to Agreement for Operations of the Biosolids <br />Dewatering Facility, Sludge Dewatering and Hauling (Bid 2021021) <br />BACKGROUND: <br />On February 16, 2021, the Board of County Commissioners awarded Bid 2021021 for the operation <br />of the Biosolids Dewatering Facility located at the County Landfill located at 1350 74th Ave. SW, <br />Vero Beach to Synagro South, LLC ("Synagro"). The facility receives domestic residuals, septage <br />and grease from Indian River County wastewater treatment facilities, local septic tank haulers, and <br />recreational vehicles. The Contractor will operate the Biosolids Dewatering Facility, haul sludge <br />from the three County owned wastewater treatment facilities to the facility, and be responsible <br />for dewatering the sludge and disposing of it in the County Landfill. <br />The first extension and amendment of the agreement was approved by the Board on February 1, <br />2022 and is set to expire on February 28, 2023. Three one-year extensions are available, subject to <br />vendor acceptance, satisfactory performance, and staff's determination that renewal is in the best <br />interest of the County. <br />ANALYSIS: <br />Staff has been satisfied with the service provided by Synagro and would like to exercise the second <br />renewal to the agreement. <br />Article 4 of the Agreement provides an opportunity for Synagro to request a price increase in <br />writing by January 1 of each year, to be effective for the upcoming term. Synagro has "submitted a <br />request to adjust the pricing in accordance with the CPI index (South), effective March 1, 2023, as <br />reflected in the following table. The amounts of the requested increases match the increase to CPI. <br />The Synagro request for increase is on file in the Purchasing Division. <br />73 <br />
