RESOLUTION NO. 82-106 <br />RESOLUTION OF THE BOARD OF COUNTY COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA <br />URGING ITS OWN LEGISLATIVE DELEGATION TO <br />RESIST ANY AMENDMENTS TO SECTION 401.25 <br />FLORIDA STATUTES THAT WOULD REMOVE THE <br />COUNTY'S RESPONSIBILITY TO ISSUE <br />CERTIFICATES OF PUBLIC CONVENIENCE AND <br />NECESSITY TO ANY PERSON OR ENTITY, INCLUDING <br />MUNICIPALITIES FOR THE OPERATION OF EMERGENCY <br />AMBULANCE SERVICES WITHIN ITS BOUNDARIES. <br />WHEREAS, during the last legislative session, and <br />apparently during the forthcoming session, efforts have been or <br />will be made to amend or repeal Florida Statute 401.25 to allow <br />cities to operate emergency ambulance services without obtaining <br />Certificates of Public Convenience and Necessity from the <br />governing body of the County in which they are situated; and <br />WHEREAS, Indian River County feels it is imperative that <br />the governing body of each county, being responsible for the <br />health, safety and welfare of all of its citizens (and visitors), <br />should retain this responsibility to de' -ermine the best manner in <br />which emergency ambulance service should be provided to those <br />citizens and visitors; and <br />WHEREAS, the Board of County Commissioners of Indian River <br />County, Florida believes that fragmentation of emergency <br />ambulance services could work to the detriment of the County by <br />producing lower overall quality, higher cost and less efficient <br />service than an integrated countywide system; and <br />WHEREAS, there may be other counties in which municipal <br />emergency ambulance services would be appropriate components of <br />an integrated county -wide system, in the legislative discretion <br />of the governing body of that county; <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, IN OPEN MEETING <br />DULY ASSEMBLED IN THE COUNTY ADMINISTRATION BUILDING, VERO BEACH, <br />FLORIDA ON THIS 6th DAY OF OCTOBER, 1982, AS FOLLOWS: <br />SECTION I: The Board of County Commissioners of Indian <br />River County, Florida hereby recommends the retention of Florida <br />Statute 401.25's requirement that any person or entity including <br />
