wyv.17 1982 poor ..52 F-,;=164 <br />RESOLUTION NO. 82- 125 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, APPOINTING <br />REPRESENTATIVES OF INDIAN RIVER COUNTY TO THE <br />HUTCHINSON ISLAND RESOURCE PLANNING AND MANAGEMENT <br />COMMITTEE AND FURTHER EXPRESSING THE COMMISSION'S <br />CONCERNS. <br />WHEREAS, in 1974 the Division of State Planning evalu- <br />ated Hutchinson Island as a potential area of critical State <br />concern, but found that local efforts were under way to alleviate <br />the concerns and that the area should not be designated at that <br />time, and. <br />WHEREAS, Treasure Coast Regional Planning Council on <br />July 16, 1982, voted to request that Hutchinson Island located in <br />Martin and St. Lucie Counties be designated as an arra of critical <br />state concern, and <br />WHEREAS, subsequent to the initial recommendation by <br />Treasure Coast Regional Planning Council their staff expanded the <br />boundary of the recommendation to include the Barrier Island lying <br />in Indian River County running north to the Sebastian Inlet, and <br />WHEREAS, Governor Graham upon receipt of the recommenda- <br />tion established the Hutchinson Island Resource Planning and <br />Management Committee pursuant to Florida Statutes §380.045 and now <br />requests all affected jurisdictions to appoint representatives to <br />the Committee, and <br />WHEREAS, the County Commission believes that Indian <br />River County has acted responsibly in enacting its current <br />Comprehensive Plan and administering land use controls for Indian <br />River County and particularly the Barrier Island and strenuously <br />objects to any implication for -the need to designate the Barrier <br />Island in Indian River County as an area of critical state concern <br />and further feels that any such designation would be an <br />unwarranted intervention in this County's responsible planning and <br />zoning practices, and <br />WHEREAS, Indian River County is concerned that this <br />community is being brought into a process that is designed and <br />aimed at a problem with land development practices and growth <br />management policy existing on Hutchinson Island, and <br />-1- <br />
