Commissioner Macht interpreted the contract to mean that if a <br />decision is made that IGM is not performing satisfactorily, their <br />contract can be terminated within two days. He asked County <br />Attorney Charles Vitunac if that is what the contract is saying, <br />and Attorney Vitunac said "Yes, that generally means that if there <br />is a work stoppage or a' shut -down where they say they cannot. <br />perform the contract, then we kick them off and do it ourselves or <br />hire someone else to do it." <br />Commissioner Macht understood then that it doesn't relate to <br />our dissatisfaction with the appearance of the greens, etc., and <br />Attorney Vitunac advised that it just applies to work stoppage. <br />Commissioner Bird explained that it is 120 days in the event <br />we are dissatisfied with their performance, and Director Komarinetz <br />explained that is the purpose of the performance bond requirement. <br />Commissioner Macht asked who would make the decision that <br />their performance is unsatisfactory, and Director Komarinetz <br />answered that the golf course manager would make that <br />determination. <br />Commissioner Macht understood then that the 120 day shut -down <br />time would begin immediately after the unsatisfactory performance <br />had been made and reported to Administrator Chandler, and Attorney <br />Vitunac indicated that would be the case. <br />Chairman Adams opened the discussion for comments from the <br />public. <br />Benny Wells, maintenance worker II at the golf course for 5- <br />1/2 years, didn't see how he could have worked any better or harder <br />for the County. He didn't see how privatization will benefit the <br />County. Mr. Wells stressed that he has put in a lot of years at <br />low wages and hard work. All of the hard work and effort by the <br />maintenance staff resulted in a low cost, well-maintained golf <br />course for the public to enjoy. He believed the players respect <br />the maintenance workers for the great job that has been done at <br />Sandridge. <br />Mr. Wells advised that the workers are all family men, and <br />that he and his wife are expecting a baby. They are concerned <br />because they won't be able to make a living on $6 an hour and will <br />have to sacrifice the medical benefits if they go to work for IGM. <br />They question the necessity of releasing county employees just to <br />see if quality care can be provided at a lower cost by a private <br />firm. Mr. Wells emphasized that he always was in favor of the <br />weekend schedule to reduce or eliminate overtime. They work 12 - <br />hour days and "sooner or later they are going to wear out and get <br />sick.
