REPORT ON TELECOAINIMCATION CONFERENCE <br />Commissioner Macht reported that he and Public Works Director <br />Jim Davis attended a Telecommunications Conference on Cable TV <br />Legislation and learned that Congress recently passed a bill on <br />cable TV which has a lot of bad things in it. The cost of cable TV <br />will be affected. It will affect some of our zoning and it will <br />greatly affect our control of right-of-way. The good news, if any, <br />is that our decision on the 800 MHZ appears even better. <br />Commissioner Macht felt we need to move faster with the imple- <br />mentation of the fiber optic project. <br />Commissioner Macht advised that he would get more material to <br />the Board, but we need to contact our congressmen about our <br />concerns with this bill and request that some changes be made. <br />Hopefully, competition will keep the cable rates down. <br />DISCUSSION OF PUBLIC LAND OWNERSHIP <br />Commissioner Tippin requested permission to ask Planning staff <br />to research the amount of land not on the public tax rolls and how <br />we stand compared to other counties. He didn't want them to do a <br />lot of work on this, but he would like to know the percentage of <br />publicly owned land. <br />Chairman Adams suggested extending that a little further to do <br />some sort of scenario where we actually would have total build -out <br />in the next 10 years and the total we would have in lands paying ad <br />valorem taxes. <br />Commissioner Eggert recalled that Commissioner Maggie Bowman <br />had started that process several years ago. <br />Administrator Chandler felt that we could come up with some <br />figures upon which to make an assumption, but Chairman Adams <br />thought the key word is "presumption", because we have to make a <br />presumption at some point. <br />DOCUMENTS TO BE MADE PART OF THE RECORD <br />A.
