CONSENT AGENDA <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: February 7, 2023 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THROUGH: Michael C. Zito, Interim County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Authorization to Piggyback Modified Volusia County Bid for Lab Analysis <br />and Sampling Services <br />BACKGROUND: <br />The Indian River County Department of Utilities Services (IRCDUS) is required by the Florida <br />Department of Environmental Protection (FDEP) to perform periodic sampling and analysis at <br />several of its facilities. Since February of 2020, IRCDUS has been using Pace Analytical Services, <br />LLC for the analysis, piggybacking a bid competitively solicited and awarded by Volusia County <br />(20-B-15LL). <br />As part of the first renewal of the agreement, Volusia County has authorized a modification to <br />the award, consisting of a 7% increase in prices above the original unit bid prices. These <br />increases include inflationary surcharges that were not eligible to be enforced; during the <br />original three-year term of the agreement. . _. <br />DISCUSSION <br />IRCDUS is satisfied the increased prices are still reasonable, and no savings will be found by <br />issuing our own solicitation. <br />Documents related to the Volusia County bid are available for review in the Purchasing Division. <br />Funding for the services for IRCDUS is available in various professional services in the operating <br />fund, as shown on the table on the next page. Operating funds are generated by water and <br />sewer sales. <br />Public Works has also piggybacked the Volusia bid for FEMA -required testing at disaster debris <br />management (DDM) sites. Those costs are paid from the Transportation Fund, Road and Bridge, <br />Other Contractual Services account. <br />32 <br />
