RESOLUTION NO. 83-72 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA AUTHORIZING THE <br />CHAIRMAN OF THE BOARD TO EXECUTE APPLICATIONS FOR <br />AN ACCOUNT AT THE SOUTHEAST BANK, N.A. THEREBY <br />ESTABLISHING AN ACCOUNT ENTITLED THE GULF LIFE <br />HEALTH INSURANCE RESERVE TRUST FOR INDIAN RIVER <br />COUNTY FOR THE PURPOSE OF MAIN`T'AINING A BALANCE <br />REQUIRED TO BE MAINTAINED BY THE COUNTY'S <br />INSURANCE POLICY WITH THE GULF LIFE COMPANY UNDER <br />THE ASO PLUS PROVISIONS. <br />WHEREAS, the Board of County Commissioners of Indian <br />River Count have <br />County put out for bid and have negotiated with certain <br />insurance companies to provide County employees, Special District <br />and certain Constitutional Officers' employees with certain <br />medical insurance and life insurance benefits, and <br />WHEREAS, Indian River County has carefully reviewed all <br />proposals that were received and has determined that it is in the <br />best interest of Indian River County and its covered employees to <br />enter into an agreement for medical insurance with Gulf Life <br />Insurance Company, and <br />WHEREAS, one of the alternatives reviewed and chosen by <br />the County is known as the "ASO Plus" program, and <br />WHEREAS, this program allows the County to make monthly <br />payments into an account which is established for the purposes of <br />supplying a fund upon which the insurance company may draw for <br />valid insurance claims and administrative charges, and <br />WHEREAS, this method allows the Board of County <br />Commissioners of Indian River County to earn interest on that <br />portion of the account which is available at any given time, and <br />WHEREAS, to enable Indian River County to proceed with <br />this new approach, it is necessary for the County Commission to <br />establish an account into which the County, Special Districts and <br />Constitutional Officers will pay their monthly share of insurance <br />costs and upon which only the Barnett Bank of Jacksonville N.A. <br />may draw funds to reimburse Gulf Life Insurance Company for claims <br />checks cleared on the company's behalf. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that: <br />1.
