r <br />RESOLUTION NO. 83-100 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA EXPRESSING ITS <br />WILLINGNESS TO SUPPORT AND ASSIST THE DEPARTMENT OF <br />TRANSPORTATION WITH CER`T'AIN INTERSECTION IMPROVEMENTS <br />AT U. S. HIGHWAY #1 AND 17TH STREET. <br />WHEREAS, the Florida Department of Transportation has <br />�a completed engineering drawings and has twice previously advertised <br />for bids to construct paving and drainage intersection improve - <br />•s <br />ments at U. S. Highway #1/State Road 5 and 17th Street/State Road <br />656, Vero Beach, Indian River County, Work Program Item No. <br />415349, State Project No. 88003-3502; and <br />WHEREAS, all bids submitted previously exceeded the <br />Florid. D.O.T.'s engineering estimate and were therefore rejected; <br />and <br />WHEREAS, the Florida D.O.T. will once again advertise <br />for bids on this project in January, 1984; and <br />WHEREAS, the Board of County Commissioners and the <br />County's Transportation Planning Committee has determined that <br />Project No. 88003-3502 is of vital importance to this area for the <br />following reasons: <br />1. The construction of distinct right, left, and <br />through lanes for the west approach of 17th Street at U. S. <br />Highway #1 will increase the traffic -handing capacity of the <br />aforementioned approach and will bring it up to the design stan- <br />dards of the north, south, and east approaches. <br />2. Physical separation of opposing traffic flows via <br />construction of channelizing islands on the subject approach will <br />increase traffic safety. Specifically, head-on and sideswipe <br />collision patterns will be reduced. <br />3. This remaining segment of work is necessary to <br />ensure that full benefit can be derived from the recent improve- <br />ments east of U. S. Highway #1 along the 17th Street Causeway <br />(including the Bridge and AlA improvements). <br />4. In concert with the already completed work, the DOT, <br />upon request by the City and County in 1976, constructed facili- <br />ties with additional drainage capacity to accommodate this project <br />and 17th Street west to Dixie Highway.
