Szpyrka, P.E., Public Works Director <br />SUBJECT: Florida Department of Transportation (FDOT) Locally Funded Agreement (LEA) for <br />Oslo Road Widening Project FM. No. 431521-1 (IRC -1411) <br />DATE: October 24, 2022 <br />DESCRIPTION AND CONDITIONS <br />The Florida Department of Transportation (FDOT) is in the final stages of design for the Oslo Road Widening <br />project and is preparing to move the project forward for construction in 2023. <br />The FDOT will be constructing the Oslo Road widening project which includes two travel lanes in each <br />direction, 7 -foot bike lanes, sidewalks, signalization at 661 Avenue, drainage improvements, stormwater <br />retention ponds, roadway lighting at intersections, pedestrian crossings, and other related improvements. Once <br />the project has been constructed by FDOT and the final acceptance process has been completed, the County <br />will be responsible for the maintenance of all improvements associated with the project. <br />Indian River County has requested the four (4) mast arms for this project be painted Federal Highway Green <br />and to accommodate that request, the FDOT requires that the local agency governing board approve a Locally <br />Funded Agreement (LFA) to provide for a lump sum payment of $90,000 and a resolution accepting Exhibit B <br />Highway Maintenance Memorandum of Agreement (HMMOA) outlining conditions for the acceptance and <br />maintenance of the mast arms after construction is complete. <br />11 1 O 1110491 <br />Although not currently budgeted, funding will be allocated through a budget amendment from Secondary <br />Roads/Cash Forward — Oct ls` to Secondary Roads/Road & Bridge/Maint-Oslo Widening, Account No. <br />10921441-034688 in the amount of $90,000. <br />Once the project is complete and accepted by Indian River County, the maintenance expenses for <br />maintenance of Oslo Road will be included in the Public Works Road and Bridge budget. <br />RECOMMENDATIONS <br />Staff recommends the Board of County Commissioners approve the Locally Funded Agreement (LFA) and <br />the Authorizing Resolution for acceptance of the LFA and the MMOA and authorize the Chairman to execute <br />the same. <br />ATTACHMENTS <br />Locally Funded Agreement FM No. 431521-1-52-02 <br />Authorizing Resolution <br />APPROVED AGENDA ITEM FOR NOVEMBER 15.2022 160 <br />
