Davis, P.E.[[����,� <br />Public Works Director" WWW <br />SUBJECT: Public Hearing to Extend 6C <br />Local Option Gas Tax Program for 30 Years <br />DATE: April 15, 1996 <br />DESCRIPTION AND CONDITIONO <br />The Indian River County Local Option Gas Tax program was adopted <br />Sept. 1, 1985 and will expire August 31, 1996 unless re -authorized <br />by Country Ordinance. The program has contributed approximately $3 <br />million per year to the County and the five municipalities within <br />the County. Attached is an authorizing ordinance to extend the <br />program for 30 years. In addition, previous staff reports and <br />memos document key issues regarding the program, especially <br />continued use of the existing three -parameter formula which <br />distributes the revenue to the County and five municipalities. The <br />formula considers population, equivalent lane miles of roadway, and <br />transportation expenditures for the preceding five year period. <br />Four municipalities containing at least 50% of all of the <br />incorporated area population support the formula, with the <br />exception of the City of Vero Beach. <br />ALTERNATIVES AND ANALYSIS <br />Staff has communicated during the past year with all municipalities <br />regarding extending the program. It -appears that all cities support <br />the extension. The City of Vero Beach is not substantially gaining <br />Population compared to the other four municipalities and <br />unincorporated area, and as a result, the City's revenue share is <br />decreasing. Understandably, the City of Vero Beach desires to <br />change the distribution formula by adopting a one parameter formula <br />based upon transportation expenditures over the past five years. <br />Whereas this change would increase the County Unincorporated area <br />share, the other four municipalities would lose revenue. Based <br />upon staff's opinion that the three parameter formula considers a <br />broader range of.considerations, the Board directed staff on Oct. <br />17, 1995 to schedule a public hearing on an ordinance to extend the <br />program using the three parameter formula. <br />Subject to the public comments received at the Public Hearing, the <br />following alternatives are presented: <br />Alte native # <br />Adopt the ordinance to extend the Local Option Gas Tax <br />program for 30 years. <br />Alternative #2 <br />Allow the program to expire Sept. 1, 1996. <br />RECOMMNDATI)NS AND FUNDING <br />Staff recommends Alternative No. 1 whereby the program is extended. <br />If approved, staff will prepare interlocal agreements to be sent to <br />each municipality. <br />18 <br />April 23, 1996 <br />
