BACKGROUND: <br />The development order (D.O.) for the Indian River Mall project <br />approved in July 1994 required the mall developer to obtain Board <br />of County Commissioners approval of a sign package for the entire <br />project (mall building, Indian River Commons shopping center, and <br />outparcels). The sign package, at a minimum, is required to show <br />the height, size, and type of free-standing signs to be utilized on <br />the entire project site. Subsequent to the D.O., the county and <br />the developer entered into a local developers agreement in June <br />1995 that re -iterated the D.O. sign approval requirements and <br />specifically provided that the developer could apply for a sign <br />regulations modification pursuant to normal allowances of sign <br />ordinances section 956.16(3). <br />Staff has worked with the developer over the last several months to <br />come up with a sign package that allows signs large enough for the <br />overall project but that are also generally in keeping with sign <br />principles reflected in the Wabasso Corridor Plan. The proposed <br />package provides all of the required height, size, and style <br />details. The Board is now to review and approve the sign package. <br />ANALYSIS: <br />The sign package proposes monument -style signs at three SR 60 <br />driveway locations, and at the project's 66th Avenue and 26th <br />Street entrances. Taller, pylon signs are proposed at three SR 60 <br />driveway locations. All signs have base and landscaping <br />treatments, and all tie into a common color and style theme for all <br />mall signs (external and internal) , including six small directional <br />signs located at various points within the project parking area <br />(see attachment #1). <br />The sign package also covers all commercial outparcels and <br />restricts signs for such outparcels to the Wabasso Corridor Plan <br />monument style sign requirements. The package also reflects a <br />modification allowed via the sign ordinance, whereby the project's <br />total free-standing sign area is reduced by 10% in return for <br />allowing an increased number of -signs on SR 60. Specifically, that <br />increase accommodates the use of monument -style signs on each side <br />of two SR 60 entrance driveways. <br />The following free-standing signs are proposed: <br />A. Four SR 60 driveway entrance monument -style signs, limited to <br />a height of 7'-8" (see attachment #2). <br />B. One SR 60 pylon sign with readerboard, limited to a height of <br />20' (see attachment #3) <br />C. One SR 60 pylon sign, limited to a height of 20' (see <br />attachment #4) <br />D. Two secondary entrance, monument -style signs; one at the 66th <br />Avenue driveway and one at the 26th Street driveway. These <br />signs are limited to a height of 6'-10" each (see attachment <br />#5) <br />E. One Indian River Commons shopping center pylon sign, limited <br />to a height of 20' (see attachment #6) <br />F. Six parking lot directional signs limited to a height of 7'-5" <br />each (see attachment #7) <br />G. All outparcel signs are limited to a height of 10' and will be <br />monument -style signs meeting the Wabasso Corridor Plan <br />standards for signs. <br />23 <br />April 23, 1996 Boa 97 PACE 877 <br />
