1 <br />BOOK X97 f1't'E'8,'-Sfi <br />In response to Chairman Adams' inquiry, Director Boling <br />explained in detail the provision in the ordinance concerning the <br />reduction of size of signs which allows for more signs. <br />Commissioner Macht and Commissioner Eggert differed in their <br />recollection of how the pending ordinance doctrine was to apply in <br />this instance. A lengthy discussion ensued and Director Boling <br />advised that the pending ordinance doctrine is already in effect <br />and staff is calling it the "Interim SR 60 Plan". Director Boling <br />specified the four elements that were considered under the pending <br />ordinance doctrine are landscaping along SR 60, foundation <br />plantings along the building, monument -style signs for outparcels, <br />and architecture. It was determined that there was no need to vote <br />on the pending ordinance issue in this instance as it had been <br />previously settled. (April 9, 1996) <br />Community Development Director Bob Keating interjected that <br />the issue to be brought back (as to whether or not to apply any <br />corridor plan criteria) will be in connection to South US 1 and <br />other entrance areas. <br />In response to Commissioner Macht's inquiry about landscaping <br />around the signs, Director Boling advised that what is in the <br />drawings is what the developer will be held to. <br />ON MOTION by Commissioner Tippin, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the proposed package for free-standing signs for the <br />entire Indian River Mall project (includes Indian <br />River Mall, Indian River Commons shopping center, <br />outparcels), as presented by staff. <br />(CLERK'S NOTE: At this time, Chairman Adams noted that <br />Employee David Krietzky was in the Chambers and called him forward <br />to present a certificate and check for his suggestion concerning <br />overtime.
