J <br />60e,K 9 i/ <br />Ambulance Service, Inc., until they ceased operations on December <br />30, 1995. Since that time, EMS personnel have utilized the <br />structures to continue operations until Station #10 is completed at <br />the end of April. <br />The two buildings are located on the north west corner of Broadway <br />and New York Street adjacent to the renovated emergency services <br />station. <br />In a letter to the Board dated April 5, 1996, Fellsmere Mayor Bob <br />Baker requested that the structures and property noted above be <br />allocated to the City for use as a Community Center or other public <br />purpose. Mayor Baker advised in the letter that the City would <br />seek grants for the restoration of the buildings while keeping in <br />mind the architecture of adjacent structures. <br />RECOMMENDATION: <br />Staff recommends that the Board approve the attached Lease <br />Agreement between Indian River County and the City of Fellsmere for <br />the above referenced lots which includes the structures thereon. <br />Chairman Adams did not understand the need for this lease <br />since the building actually belongs to the City of Fellsmere. <br />County Attorney Vitunac advised it was a matter of policy. <br />Emergency Services Director Doug Wright explained that the <br />original lease shows Blocks 24, 25, and 26, which includes the <br />buildings thereon. Staff is now trying to make it clear, so there <br />won't be an issue in the future about who owns what. <br />Director Wright advised that Emergency Services has no further <br />use for the buildings, and he had no objection if the County wants <br />to convey the property in some other manner. <br />County Attorney Vitunac advised that title could be conveyed <br />to the City of Fellsmere, if they wanted it. <br />Mayor Bob Baker, City of Fellsmere, advised that contractors <br />had looked at the buildings, and, while it will cost the City money <br />to refurbish the buildings, they would like to have title to the <br />property. They would like to open a community center for civic <br />meetings and other city or county functions. <br />Chairman Adams asked for clarification on exactly what would <br />be deeded and if that included the little building in the back, the <br />old vehicle inspection, belongs to the County. <br />County Attorney Vitunac asked for authority to prepare a deed <br />for whatever is necessary to transfer title for this property back <br />to the City of Fellsmere and retain whatever Director Wright needs <br />for his Emergency Services purposes.
