• <br />RESOLUTION NO. 84-65 <br />A RESOLUTION OF THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, PROVIDING CRITERIA FOR THE <br />• ISSUANCE OF TEMPORARY WATER AND <br />WASTEWATER SYSTEM PERMITS. <br />40 WHEREAS, the Board of County Commissioners of Indian <br />River County, Florida, has adopted an ordinance providing for the <br />Issuance of temporary water and wastewater system permits in <br />certain circumstances, and <br />WHEREAS, the Board of County Commissioners of Indian <br />Se River County, Florida, now desires to adopt a set of criteria for <br />the issuance of such permits, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, <br />that: <br />SECTION 1. <br />Temporary water or wastewater pemits may only be issued <br />under the following conditions: <br />1. A permit for a temporary water or wastewater system may <br />only be issued under this Section at the discretion of the <br />Division of Utility Services, only after receipt of written <br />request for the same; and shall be issued upon specified <br />conditions reasonably necessary to insure that the water or <br />wastewater systems shall be constructed, operated and maintained <br />so as to provide safe and dependable service in compliance with <br />County ordinances and the laws, rules and requirements of the <br />Department of Environmental Regulation and the DepartmenL' of <br />Health and Rehabilitative Services. <br />2. A conceptual site plan of the temporary water or <br />wastewater facility shall be submitted and approved by the <br />Planning and Zoning Commission; and shall show the hook-up to the <br />proposed County systems and an alternative water or wastewater <br />system which will meet the requirements of the Division of Utility <br />Services and all other applicable agencies for servicing the <br />proposed project. <br />3. A performance bond or cash escrow shall be provided to <br />Indian River County equivalent to the greater of the total impact <br />fees required by Indian River County or the total estimated cost <br />of the alternative water or wastewater system. <br />-1- <br />
