Hamilton 1) Final Order <br />Franchise Administr or 2) Co./City <br />FROM: Utility Services REFERENCES: Agreement <br />3) Resolution <br />DESCRIPTION AND CONDITIONS: <br />The Board held a public hearing December 19, 1984, to hear a <br />request for an increase in rates by the Angler's Cove utility <br />owners (EVELYN F. NEVILLE, INC., SEWER FRANCHISE). <br />The Board instructed the utility staff to render a proposed final <br />order within sixty days of the hearing. It was the Board's <br />intention that within this sixty day period, the Angler's Cove <br />wastewater treatment plant could possibly hook up to either the <br />Hutchinson Utilities or the City of Vero Beach system or, provided <br />all property owners agreed, install individual septic tanks and <br />abandon the plant. <br />At the December 19, 1984 public hearing, the utility staff also <br />requested the Board to approved a modified resolution updating the <br />existing resolution. This matter was excluded from the Board's <br />motion. <br />ALTERNATIVES AND ANALYSES: <br />------------------------ <br />The utility staff received a petition on January 3, 1985, signed <br />by seven property owners stating they were not in favor of in- <br />stalling individual septic tanks on their property. Therefore, <br />this concept is no longer an option. <br />On February 27, 1985, the County and the City signed an agreement <br />which provides for the City to furnish wastewater service in this <br />area of the County. Angler's Cove is included in the service area <br />and customers of this system will not be required to pay the <br />county wastewater impact charge (Exhibit "2", item #4) in the <br />event the City of Vero Beach provides wastewater service to their <br />homes. <br />RECOMMENDATION: <br />--------------- <br />Staff recommends the Board approve and authorize its Chairman to: <br />1.
