REGIONAL PLANNING COUNCIL REPORT <br />The Board reviewed a Memorandum of May 7, 1996: <br />TO: James Chandler <br />County Administrator <br />FROM: Robert M. Keating, AICP Qr`k, <br />Community Development Director <br />DATE: May 7, 1996 <br />RE: CONSIDERATION OF REGIONAL PLANNING COUNCIL <br />REPORT <br />It is requested that the data provided herein be given formal <br />consideration by the Board of County Commissioners at its meeting <br />of May 14, 1996. <br />DESCRIPTION a CONDITIONS: <br />On January 9, 1996, the Board of County Commissioners considered a <br />proposal by Brevard County Commissioners that Indian River, <br />Brevard, and Volusia Counties join together to form a new regional <br />planning council. After discussion, the Board directed staff to <br />research the issue and report back to the Board. <br />Since then, staff has researched the issue and prepared the <br />attached report. In so doing, staff coordinated with Brevard <br />County staff, Treasure Coast Regional Planning Council (RPC) staff, <br />Governor's office staff, and others. <br />ANALYSIS: <br />The attached Regional Planning Council Report identifies statutory <br />criteria for establishing regional planning council boundaries and <br />analyzes several RPC boundary alternatives. As indicated, the <br />report concludes that existing RPC boundaries are preferable to the <br />alternatives. <br />Subsequent to completion of the report, Brevard County planning <br />staff indicated that Volusia County appeared uninterested in <br />forming a new Indian River/Brevard/Volusia regional planning <br />council. Therefore, it appears that that option is not possible. <br />Although staff recommends that current RPC boundaries remain <br />unchanged, there is a need to address the Board's dissatisfaction <br />with the Treasure Coast Regional Planning Council. One way to do <br />that is for the Board to identify specific problems, issues, or <br />complaints that it has with the Treasure Coast RPC. Then, the <br />Board can invite the RPC executive director to a meeting to discuss <br />these issues. <br />RECOMNDATION• <br />Staff recommends that the Board review and accept the attached <br />Regional Planning Council Report; concur that existing regional <br />planning council boundaries are acceptable•; identify problems, <br />issues and complaints with the Treasure Coast Regional Planning <br />Council; and direct staff to invite the Treasure Coast RPC <br />executive director to a future Board meeting to discuss those <br />issues. <br />63 <br />May 14, 1996 MCK 98 ma 68 <br />
