She wanted to see <br />landscaping planted in accordance with the County's plan and <br />replacement of the sand within 30 days of the completion of the <br />wall. <br />Mr. Glynn advised the contractor had been encountering a hard <br />crust about 10'-12' down, which is creating a tremendous problem. <br />Chairman Adams asked if they expected the job to take longer, <br />and Mr. Glynn hoped they would be finished by the middle of June at <br />the latest. <br />Commissioner Bird was concerned about overflow parking for the <br />upcoming busiest time at Wabasso Beach Park. <br />Director Davis advised that he was told that the contractor <br />had somewhat consolidated the materials and they were trying to use <br />the north portion of the park only. He explained that initially <br />they had not paid heed to his requests, but they are now <br />responding. <br />Commissioner Bird was sympathetic to their erosion problems <br />and hoped the wall would not increase the erosion problems at <br />Wabasso Beach. <br />Chairman Adams advised that State statute gives the County <br />authority if that should occur. She wanted Mr. Glynn to be <br />personally responsible for Wabasso Beach Park because the <br />contractor, once he is finished and goes back home, has no vested <br />interest in the county. She thought it was necessary for the Board <br />and Director Davis to narrow down what is required. She would be <br />comfortable in having a landscape plan given to him, so he knows <br />what is expected, and a guarantee from him that 1,000 yards of sand <br />will be replaced, and that it all be done within the 30 days of <br />completion of the construction. <br />Commissioner Macht suggested a performance bond could be <br />required. <br />Chairman Adams was willing to rely on Mr. Glynn's word. <br />Mr. Glynn advised that he had been here since 1984 and some of <br />the other homeowners had been there since the 19601s, they were not <br />going anywhere, and they have always been good neighbors to the <br />beach. <br />Commissioner Macht felt the homeowners had the constitutional <br />right to protect their property, and the least the Board could do <br />was offer them some latitude to relieve the situation. <br />Commissioner Bird hoped that Mr. Glynn would impress upon the <br />contractor to consolidate as much as possible and, at least, free <br />up the space as much as possible on the weekends. <br />May 14, 1996 <br />72 <br />
