0 0 r RESOLUTION NO. 85-83 <br />A RESOLUTION OF THE BOARD OF COUNTY CC!04ISSIONERS <br />OF INDIAN RIVER COUNTY, FLORIDA, TO THE ST. JOHN'S <br />® RIVER WATER MANAGEMENT DISTRICT REGARDING THE <br />RECREATIONAL PLAN FOR THE UPPER BASIN. <br />WHEREAS, the St. John's River Water Management <br />District has established the Upper St. John's Ri.ver Basin Recrea- <br />tional Council for the purpose of establishing policy relating to <br />the management of the eight proposed recreational sites located on <br />property owned by the St. John's River Water Management District; <br />0 WHEREAS, the St. John's River Basin Recreational <br />Council consists of thirteen members, only one of which resides in <br />Indian River County and represents the interests of the citizens <br />of Indian River County; <br />WREREAS, several of the present members of the St. <br />John's River Basin Recreational Council have been chosen due to <br />their technical expertise as representitives of various State <br />agencies; <br />WHEREAS, the St. John's River Water Management <br />District owns or intends to acquire approximately 32,000 acres in <br />Indian River County; <br />WHEREAS, six of the eight proposed recreational areas <br />to be managed by the St. John's River Basin Recreational Council <br />are located within Indian River County; and <br />WHEREAS, Indian River County residents will be among <br />the primary users of recreational facilities located in Indian <br />River County; <br />NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY that: <br />1. The Board of County Commissioners hereby urges the <br />officials of the St. John's River Water Management District to <br />reorganize the structure of the existing Upper St. John's River <br />Basin Recreational Council by appointing additional repre- <br />sentatives from Indian River County and Brevard County, in order <br />that the needs and best interests of the citizens of these <br />counties will be more adequately represented before the Council. <br />Indian River County also urges that at least 50% of the repre- <br />sentatives be from Indian River County. <br />-1- <br />
