W . �X' <br />as <br />RESOLUTION NO. 85-35 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF <br />INDIAN RIVER COUNTY, FLORIDA, AUTHORIZING ESTABLISHMENT <br />® <br />OF A PUBLIC LIBRARY ADVISORY BOARD; ESTABLISHING GOALS, <br />RESPONSIBILITIES AND TIME FRAMES FOR ACTION BY SAID <br />ADVISORY BOARD; AND APPOINTING MEMBERS TO SAID ADVISORY <br />BOARD. <br />WHEREAS, the delivery of public library service to the <br />citizens of Indian River County is an appropriate and worthwhile <br />goal deserving of support by state and local government; <br />WHEREAS, the Indian River County Public Library is <br />•i <br />currently operated by the Indian River County Library Association, <br />a non-profit corporation chartered under the laws of Florida for <br />the purpose of providing library service in the County; <br />WHEREAS, the Sebastian Area County Library is <br />currently operated by the Seba,shtan River Library Association, a <br />non-profit corporation chartered under the laws of Florida for the <br />purpose of providing .library service in the County; <br />WHEREAS, the population of Indian River County has <br />grown and is expected to continue growing, requiring a public <br />library capable of serving a wide variety of citizens and public <br />needs; <br />WHEREAS, requirements for financial support for a <br />public library system have grown far beyond that which can be <br />supplied with even the most dedicated and capable efforts at <br />private fund raisings; <br />WHEREAS, the Board of County Commissioners presently <br />contributes approximately 628 of the funding necessary to operate <br />the Indian River County Library and approximately 808 of the <br />funding necessary to operate the Sebastian Area County Library; <br />WHEREAS, it would be desirable and worthwhile to <br />insure that planning and actions with regard to the public library <br />are conducted under citizen scrutiny and with accountability to <br />the citizens of Indian River County; and <br />WHEREAS, the future delivery of high-quality public <br />library services to the citizens of Indian River County will <br />require planning and operation by qualified individuals and a <br />greater amount of funding than is presently available; <br />-1- <br />
